		<description>I know a guy who knows tom heckert.  the power breakdown in the eagles front office goes like this, from my understanding.  Andy Reid and Tom Heckert work together on the draft.  As far as free agents go, Andy and Tom make up a list of players that they want to have and then they submit this to Joe Banner.  Joe then tells them which players they are allowed to have and how much money they can commit to said player.</description>
