The 'these guys aren't quite in the cellar' tier

Though no one expected these teams to win the Super Bowl, we could argue that at least three of them (the Tennessee Titans, the Chicago Bears, and the Cleveland Browns), have no logical excuse for putting up fewer than 20 points per game. Did you see how much money Deshaun Watson is making?

He missed Week 4's game. That's still no excuse for the Browns scoring 19 points per contest. We'll see what happens with the first-overall selection in Carolina.
