If Philadelphia Eagles fans were expecting to see fireworks from general manager Howie Roseman this offseason, that might have happened with the coaching staff changes, but not with free agency.
Cornerback Riq Woolen and wide receiver Marquise "Hollywood" Brown have been the most talked-about signings, but they have not gotten the spark that some of the bigger moves in the past have made. Sports Illustrated writer Gilberto Manzano graded all the NFC teams' free agency moves, and he was not too impressed with the Eagles, giving them a C+.
"It hasn’t been an eventful offseason for GM Howie Roseman—unless he trades star receiver A.J. Brown later this year. But the boom-or-bust signing of Woolen offers plenty of intrigue. Perhaps he’ll become a high-end No. 2 corner playing in a secondary featuring Quinyon Mitchell and Cooper DeJean. Roseman will soon need to decide whether to pay Jalen Carter, and he’s going to cost a lot more than the new deal Davis just got."
Eagles get a C+ for free agency so far
Woolen has a lot of people's attention because of what happened last season with the Super Bowl champion Seattle Seahawks: he seemed to have lost his starting job but picked up steam late in the season. The Eagles are looking forward to having him as the 6-foot-4 corner who could end up being everything they hoped Kelee Ringo would be but never became.
Marquise Brown's signing won't completely flip the offense on its head, but he gives them the kind of speed they have not had in a long time. Brown is a burner and a deep threat that can make big plays even if he doesn't go for over 1,000 yards nearly as much as some would want him to.
An underrated free agent signing that will be good for the Eagles is Arnold Ebiketie, who is replacing Jaelan Phillips after his departure to the Carolina Panthers. Ebiketie might not get the sack numbers people want, but he's young and can pressure the quarterback.
One other aspect of free agency that isn't getting enough respect is who they have extended and brought back. Jordan Davis' extension was big for cap space and the future, as was Dallas Goedert bringing stability to the offense and, again, helping with the cap space. Re-signing players like Marcus Epps and Fred Johnson helped ensure they could fill in for others who departed in free agency.

While it's fair to talk about the quiet, that doesn't mean it hasn't been a bad offseason. There are holes in the roster that need filling, but Roseman always has a plan to improve it.
